NHL All-Star Question

I have always been under the impression that Seniority got preference when it came to the jersey numbers in the All-Star game and in International Competition.

I just noticed something though and was wondering about it.

In 1999, 2000, and 2003 Paul Kariya and Mike Modano both made the same All-Star team.

In 1999 and 2000 Kariya wore 9 while Modano wore 27. In 2003 Modano wore 9 and Kariya wore 16.

Do Starters get preference over Seniority since in 1999 and 2000 Kariya was a Starter and in 2003 Modano was a Starter?

So does it go like this--

1st Pick - Starters

2nd Pick - Seniority

I think the players can just work it out amongst themselves.

iirc correctly, Naslund and Sakic both made the starting lineup with Naslund being the captain. Naslund gave up #19 to Sakic and opted to go with 91.

Although, it could be because they're both starters and Sakic has seniority :P
