Yes they were. And from what I can recall before I sent it back, the white wasn't actually twill. It was screen printed (or something of that sort) with a thick Z-stitch over it. The picture is a little out-of-focus, but if you look closely you can see it.

Where was that customized at?

Are you sure it's not a real thin layer of twill? Because I have a couple jerseys with that same style and the thread was just stitched over the entire piece of twill rather than along both edges. It gives it that embroidered appearance almost.

Nah, that's definitely twill. I've seen that type of residue along the edges of single-layered numbers that I've put onto jerseys. That comes from the needle puncturing the twill right inside of the edge.
