Scotty Walker would never survive in the league now. Actually, after looking in the 13-14 rule book ... nothing is there about the tucking of a jersey in the wording of the rule. The tweet seems to indicate an interpretation of 9.5 that the tucking of a jersey is the same as pulling a sleeve up to expose an elbow pad .... maybe a new point of emphasis.
